SIR: The Secretary of the Navy, to whom was referred, on the 11th day of January, the hereinafter quoted portion of the resolution of the Senate of the 4th of that month, asking the President to communicate, among other things, to the Senate, if in his opinion not incompatible with the public interests, copies of "instructions to the commander of our naval squadron in the waters of the island (of San Domingo) since the commencement of the late negotiations, with the reports and cor- respondence of such commander," has the honor to report to the Presi- dent that he herewith transmits all the orders, instructions, reports, and correspondence asked by the portion of the resolution of the Senate above quoted. A technical answer to the call of the Senate on this subject would have confined the report to the particular orders and reports given to and received from the officer commanding the North Atlantic Fleet; but as the Secretary of the Navy understands the spirit of the inquiry to extend to all the orders of the Department and reports of its officers, during the period and on the subject referred to, he has caused to be transmitted, in response thereto, everything on the subject found on the
